During the second half of the Kentucky Foster Care Census, 1003 caregivers of children in out-of-home care completed a needs assessment survey between May and October of 2003. This group consists of 572 foster parents with private child care agencies (PCCs), 270 staff members at private residential facilities, and 161 approved relatives. Most caregivers who were visited during the census agreed to complete the survey: 76.4% of PCC foster parents and 72.9% of approved relatives. At residential facilities, census takers interviewed one staff member for every four children visited at the facility during the census. The attached tables display detailed information for each type of caregiver and present the remainder of the data that was gathered on the caregiver needs assessments.

During the second half of the Kentucky Foster Care Census, 2690 children in out-of-home care were visited at their residences between May and October of 2003. This group consists of 1304 children in Private Child Care (PCC) agency foster homes, 1070 children in residential placements, and 316 children placed with approved relatives. The attached tables report the following information for each region and present the remainder of the data that was gathered by the Child Census Forms, including information on child well-being.

Background
Cabinet Secretary Dr. Viola Miller initiated the Kentucky Foster Care Census in July 2002 to proactively respond to a need to verify the safety and placement of every child in out-of-home care. The census has four phases: Phase I: Children in DCBS foster and pre-adoptive homes; Phase II: Children in Kentucky’s Private Child Care system; Phase III: Children committed to Kentucky and placed with relatives (Kinship Care), and Phase IV: Children committed to Kentucky’s care and placed out-of-state.
The purpose of the census is three-fold:
- To verify the placement and safety of each child in Kentucky’s care.
- To gather data on the essentials of child well-being identified in the federal Child and Family Service review and the literature.
- To conduct a needs assessment interview with foster and pre-adoptive parents about child well-being and the relationships between foster parents and the Cabinet for Families and Children.
A statewide research/training consortium was developed to implement the census with project coordination shared between EKU and the CFC. Coordinators from the University Training Consortium (UTC) and from the Public Child Welfare Certification Program (PCWCP) partnered to offer courses at Kentucky’s eight public universities. Census takers were recruited from the PCWCP, social work, and other human service professions and enrolled in specialized undergraduate or graduate courses.
